CONFERENCE POLICIES

Registration for PMC 2019 opens on August 1 and closes on October 14. Early-bird registration offers reduced fees and closes on September 20. Schools must submit forms and fees to confirm PMC registration. Schools must also reserve hotel rooms with the Washington Hilton by October 14. Registration and hotel deposits are non-refundable after October 14. PMC is proud to offer expanded financial aid opportunities in 2019!

As soon as PMC receives a delegation’s registration forms and fees, the advisor will be allowed to enter individual students' names through our online committee assignment system. In 2019, PMC will introduce novice committees to encourage students new to Model Congress and Speech & Debate in general to participate, learn, and win awards within the Novice Division! Advisors must indicate which delegates are in the Novice Division. PMC will confirm committee assignments with the advisor via email, at which point we ask the advisor to distribute assignments among delegates promptly to allow students ample time for thorough research and quality writing. That is, the sooner a delegation registers and pays, the sooner PMC can send committee assignments to advisors and the sooner delegates can start writing bills as per assignment. Registering on the last day gives students two weeks to submit bills and hurts their chances of doing well at the conference.

NOTE: After PMC emails committee assignments, neither advisors nor delegates can change assignments and write bills for a different committee without contacting us first. We will not accept such bills, and delegates will have to research and write an appropriate bill to attend the conference.

Bills and Special Programs Applications are due on November 7.

The conference starts with Check-In and Opening Ceremonies with a distinguished keynote speaker on November 21. During Check-in, advisors will confirm delegation size, correct delegate names, and emergency contact form submission for all delegates. PMC will then confirm that each delegate’s bill has been submitted to enable editing.

NOTE: As of 2019, PMC will NOT print name changes on bills, placards, or name tags after Check-in is complete. We will provide blank copies for delegates to handwrite their correct names. Additionally, PMC will NOT print bills that cannot be edited (i.e., no JPEGs or PNG screenshots of bills) after Check-in is complete.

The conference concludes with a Closing Awards Ceremony on November 24.
